Peer Review Policy
Peer review is a cornerstone of the publication process at The Journal of Education Management (JEM). The following outlines the journal’s peer review procedures and editorial decision-making process.
Review Model
JEM adopts a double-blind peer review system, in which the identities of authors and reviewers are concealed from each other. This model is designed to promote fairness, objectivity, and unbiased evaluation based solely on scholarly merit and relevance to educational management.
Submission and Initial Assessment
All manuscripts must be submitted through the journal’s online submission system. Authors are required to confirm that their work is original, has not been published previously, and is not under consideration elsewhere.
Upon submission, each manuscript undergoes an initial screening by the editorial team. This assessment focuses on:
- Alignment with the journal’s scope in educational management, leadership, and policy
- Academic quality and clarity of presentation
- Compliance with submission guidelines and ethical standards
Manuscripts that do not meet these criteria may be rejected or returned for revision prior to external review.
External Peer Review

Reviewers must not:

Any potential conflict of interest must be disclosed to the editorial team immediately.
Editorial Decisions
Editorial decisions are made based on reviewer reports and the independent judgment of the editorial board. Possible decisions include:

- Rejection
Authors will receive anonymized reviewer comments along with editorial guidance where appropriate.
Revisions and Resubmission
When revisions are requested, authors are expected to respond systematically to all reviewer comments and submit a revised manuscript within the specified timeframe. A detailed response document explaining how each comment has been addressed should accompany the resubmission.
Depending on the extent of revisions, the manuscript may be sent for further review.
Appeals
Authors who believe that an editorial decision was based on a misunderstanding or factual error may submit an appeal. Appeals are reviewed independently and carefully by the editorial team.
